It is also called the Portfolio Level. All of the Organization&#8217;s work is shown in the Portfolio Backlog with the greatest possible transparency.<\/p>\n<p>&nbsp;<\/p>\n<p>Larger Organizations (over 100-150 people) are divided into different sub-organizations, which are called <a href=\"http:\/\/p4dev.hardscrum.com\/rclusterlevel\/\">Cluster<\/a> in the P4 framework\u00a0 The Clusters are responsible for different <a href=\"http:\/\/p4dev.hardscrum.com\/applications\/\">Systems, different target Markets or different Applications.<\/a> Operations (sales, purchasing, production, warehousing, and delivery) are described in the <a href=\"https:\/\/p4dev.hardscrum.com\/p4-ops\/\">P4-Ops framework<\/a>, which is structured similarly to P4-Dev.<\/p>\n<p>By scaling the Scrum roles at the organizational level, there are &#8230;<\/p>\n<ul>\n<li>the <a href=\"http:\/\/p4dev.hardscrum.com\/portfolioowner\/\">Portfolio Owner (PFO)<\/a> as representative of the <a href=\"http:\/\/p4dev.hardscrum.com\/clusterpogroup\/\">Cluster Product Owner Group (CPOG)<\/a>,<\/li>\n<li>the <a href=\"http:\/\/p4dev.hardscrum.com\/portfolioarch\/\">Portfolio Architect (PFA)<\/a> with the <a href=\"http:\/\/p4dev.hardscrum.com\/sysarchgroup\/\">Cluster System Engineer Gruppe (CSEG)<\/a> and<\/li>\n<li>the <a href=\"http:\/\/p4dev.hardscrum.com\/organisationsm\/\">Organization Scrum Master (OSM)<\/a> as representative of the <a href=\"http:\/\/p4dev.hardscrum.com\/csmgroup\/\">Cluster Scrum Master Gruppe (CSMG)<\/a><\/li>\n<\/ul>\n<p>PFO, OSM and ther PFA form the <a href=\"http:\/\/p4dev.hardscrum.com\/org-management\/\">Organization Management -Circle (for the entire Organization<\/a> (see next next chapter).<\/p>\n<h2>Roles &amp; Groups<\/h2>\n<p>To organize the organization, in addition to the clusters, different groups are formed to regulate the three different areas of responsibility. The groups are formed from members of the clusters according to the <a href=\"http:\/\/p4dev.hardscrum.com\/ueberlappungsprinzip\/\">overlapping principle<\/a>. In order to clearly regulate this dual affiliation, the working hours for the work in the group are determined centrally by the <a href=\"http:\/\/p4dev.hardscrum.com\/kadenz-cadence\/\">Cadence<\/a>. There is a clear agreement from the outset as to when and for how long the group will work together.<\/p>\n<p>The following groups correspond to the three areas of responsibility:<\/p>\n<ol>\n<li>Market and Business: The <a href=\"http:\/\/p4dev.hardscrum.com\/clusterpogroup\/\">Cluster Product Owner Group<\/a> with the <a href=\"http:\/\/p4dev.hardscrum.com\/clusterpogroup\/\">Portfolio-Owner<\/a><\/li>\n<li>Technologie and Architecture: The <a href=\"http:\/\/p4dev.hardscrum.com\/sysarchgroup\/\">Cluster-System-Engineer-Gruppe<\/a> with the <a href=\"http:\/\/p4dev.hardscrum.com\/portfolioarch\/\">Portfolio Architekten<\/a><\/li>\n<li>Processes, Infrastructure and Culture: The <a href=\"http:\/\/p4dev.hardscrum.com\/csmgroup\/\">Cluster Scrum Master Group<\/a> with the <a href=\"http:\/\/p4dev.hardscrum.com\/portfoliosm\/\">Organization Scrum Master<\/a><\/li>\n<\/ol>\n<h2>Organization Management Circle<\/h2>\n<p>The <a href=\"http:\/\/p4dev.hardscrum.com\/portfolioowner\/\">Portfolio Owner<\/a>, the <a href=\"http:\/\/p4dev.hardscrum.com\/portfolioarch\/\">Portfolio Architect<\/a> and the <a href=\"http:\/\/p4dev.hardscrum.com\/organisationsm\/\">Organization Scrum Master<\/a> form the <a href=\"http:\/\/p4dev.hardscrum.com\/org-management\/\">Organization Management Circle<\/a>. They support and complement each other in the decision-making of topics that reach their level or have been escalated to them by one of the three groups they represent. This construct effectively prevents &#8220;lonely individual decisions&#8221;, because decisions are previously examined and discussed from all three directions.<\/p>\n<p>The Organization Management Circle forms an interdisciplinary group of managers who, like all other groups and teams, hold daily or weekly Sync meetings and Retrospectives.<\/p>\n<h2>Service Teams at Organization Level<\/h2>\n<p><span style=\"vertical-align: inherit;\">The Infrastructure Services, such as accounting &amp; controlling, human resources, IT and building services (site management) are <a href=\"http:\/\/p4dev.hardscrum.com\/service-team\/\">Service Teams<\/a> at the <a href=\"http:\/\/p4dev.hardscrum.com\/rportfoliolevel\/\">Organization Level<\/a>.<\/span><\/p>\n<h2>Worksflows &amp; Value Streams for the Organization<\/h2>\n<p>Teams and clusters that work within the organization often deliver partial results and intermediate products to each other. To make this transparent for everyone, &#8220;Value Stream Maps&#8221; describe the different areas of responsibility and delivery objects. For this purpose, the P4 framework uses the SIPOC description from classic organizational development.
