The Cluster Scrum Master Group, consists of the Cluster Scrum Masters of the Clusters and the Organization Scrum Master (OSM)  The group is responsible for the processes, infrastructure and the cultural side of the product development process at the organizational level .

The CSMG maintains the Organization Improvement Backlog to plan and implement improvement projects .

The role of the Organization Scrum Master (OSM) forms the highest management role in the company.

The Cluster Scrum Master Group has the following tasks:

    • Creation of the organizational change roadmap , derived from the company vision, in coordination with the Cluster Product Owner Group (CPOG) and the Cluster System Engineer Group
    • Impediment management : acceptance of the cluster’s impediments by the CSMs and the surrounding organization (stakeholders). These become Improvement Backlog Itemss (IBIs)
      • Acceptance of Improvement Backlog Itemss (escalation by CSMs)
      • Analysis & refinement of IBIs
      • Assess the benefits and effort. Then prioritize IBIs
      • Processing of the IBIs by the CSMG / OEG or by individual CSMs, SMs or their teams
    • Decision on process and organizational measures regarding the impediments of the Clusters
    • Process release management
      • Documentation of the agile work process within the Organization (clusters, workflows and interfaces, DoR , DoDs )
      • Merging with the existing processes of the Organization
      • Update and release of the process definitions for the Organization
      • Support of the Clusters with the implementation of the processes

To work effectively, the group should maintain its own Improvement Backlog, conduct regular Syncs for coordination, as well as regular Retrospectives on its own working methods and processes.

The CSMG plans and controls the transition project in an agile transition of the entire Organization. It is accompanied by P4 consultants and P4 coaches, who mostly come from external consulting organizations. Links to other organizations that have introduced the P4 framework can be established through the “P4 Network” (P4N) for exchange and learning.
