The Portfolio Owner is the “Product Owner” of the Organization and has the overall responsibility for the Market and Business side of the product development on the Portfolio / Organizational level, together with the Cluster Product Owner Group (CPOG). Together with the Portfolio Architect and the Organisation Scrum Master, the Portfolio Owner forms the Management circle of the organisation.
The Portfolio Owner, together with the Cluster-Product-Owner Group, has the following tasks:
- Managing the Portfolio Backlog, in technical coordination with the Cluster-System-Engineer-Gruppe (CSEG)
- Requirements Management: Receiving requests/requests about systems, applications & features, as well as working with the Stakeholders on the requirements,
- Securing the DoR so that the Cluster-System-Engineer-Gruppe (CSEG) can evaluate and estimate them,
- Portfolio Backlog definition, communicating and refinement of systems, applications & features and breakdown to the Team Backlogs,
- Evaluating systems, applications & features regarding the business value
- Prioritizing systems, applications & features within the PortfolioBacklog. The Portfolio Backlog is publicly available and viewable for all stakeholders
- Release-Management (Planning, acceptance and release)
- Release planning: Scheduling of systems, applications & features in meaningful system versions and variants. Release planning is publicly available and can be viewed by all stakeholders.
Feedback on priority and, if necessary, scheduling to the stakeholders

- Optional, especially if the organization does not work agile throughout: Information & reporting: Presentation of progress and enabling the updating of higher-level plans.
